C’est un pays relativement sec, avec une moyenne de precipitations d’environ 464mm (par rapport a une moyenne mondiale d’environ 860mm). Alors que la province de Western Cape reçoit des precipitations principalement en hiver, le reste du pays est plutot une region a precipitations estivales.Parallelement, les temperatures en Afrique du Sud ont tendance a etre moins elevee que dans d’autres pays se trouvant a la meme latitude, comme l’Australie, du fait d’une plus haute elevation par rapport au niveau de la mer.Sur le plateau interieur, l’altitude (Johannesburg se situe a 1694 metres) permet de maintenir des temperatures moyennes en dessous de 30°C. En hiver, pour cette meme raison, les temperatures nocturnes peuvent descendre en dessous de zero, et parfois encore plus bas dans certains endroits.Les regions cotieres d’Afrique du Sud sont donc les plus chaudes en hiver. Il existe cependant un net contraste entre les temperatures des cotes est et ouest du pays, a cause respectivement du courant chaud Agulhas et du courant froid Benguela qui longent les cotes.Nous trouvant dans l’hemisphere sud, nos saisons s’opposent a celles de l’Europe, de l’Amerique du Nord, alors oui, nous passons Noel a la plage.L’etePour une grande partie de l’Afrique du Sud, l’ete (de la mi-octobre a la mi-fevrier) se caracterise par un temps chaud et ensoleille, souvent accompagne d’orages dans l’apres midi qui disparaissent rapidement, laissant une odeur chaude de terre dans l’air typique de l’Afrique.La province de Western Cape, avec son climat mediterraneen, est une exception qui reçoit des precipitations en hiver.L’automneL’automne en Afrique du Sud (de mi-fevrier a avril) offre d’une certaine maniere le meilleur temps. Tres peu de precipitations tombent sur l’ensemble du pays, il fait chaud mais pas trop et on va vers le froid au fur et a mesure que la saison avance.Au Cap, l’automne est fantastique avec des journees d’ete ensoleillees et chaudes, des nuits douces dont profitent de nombreuses personnes pour frequenter les terrasses des cafes.L’hiverL’hiver en Afrique du Sud (de mai a juillet) se caracterise, dans les regions les plus hautes du plateau interieur par des journees seches, ensoleillees et vives et des nuits froides. C’est une bonne idee d’emmener des vetements chauds.La cote chaude et humide du KwaZulu-Natal, ainsi que le Lowveld (regions les plus basses) des provinces de Mpumalanga et Limpopo presente un magnifique temps hivernal avec des journees ensoleillees et chaudes et quasiment ni vent ni precipitation.La province de Western Cape reçoit des precipitations principalement en hiver, avec un certain nombre de journees au climat nuageux et pluvieux. Cependant, elles sont souvent entrecoupees de merveilleuses journees rivalisant avec l’ete anglais.Les hautes montagnes du Cap et le Drakensberg du KwaZulu-Natal reçoivent habituellement de la neige en hiver.Le printempsNulle part ailleurs en Afrique du Sud, vous ne trouverez un printemps (d’aout a mi-octobre) plus spectaculaire que dans les provinces du Cap. Ici l’hiver gris est vite oublie car des centaines de plantes de petite taille, voire insignifiante, recouvrent les plaines d’un tapis de fleurs multicolore.Le voyage pour aller voir les fleurs du Namaqualand dans les provinces de Western et Northern Cape est un pelerinage annuel pour de nombreux sud-africains.Quelle est la meilleure epoque de l’annee pour voyager ?Cela depend de ce que vous voulez faire. Les fleurs sont au meilleur de leur forme en aout et en septembre. La meilleure epoque pour les visites de reserves naturelles est la fin du printemps (septembre et octobre). Les baleines australes passent pres de nos cotes de mi juin a fin octobre.La plongee est possible dans tout le pays en dehors de l’ete (c.-a.-d. d’avril a septembre), tout comme le surf mais cela ne limite pas ces activites a ces saisons.La fin de l’hiver au Cap et le plein ete au KwaZulu-Nata (fin novembre a mi fevrier) sont les meilleures epoques pour le rafting en riviere. Les provinces de Mpumalanga et du Limpopo sont moins dependantes du temps.Les regions intermediaires (le printemps et l’automne) sont les meilleures pour la randonnee car l’ete peut etre tres chaud dans tout le pays. Dans le Drakensberg, les orages d’ete sont dangereux et la neige n’est pas une exception en hiver. Au Cap, les hivers sont humides et la randonnee peut etre penible.Si vous etes un passionne d’oiseaux, les migrateurs palearctiques arrivent vers novembre et les migrateurs internes a l’Afrique le font en general vers la mi octobre.Bien sur, si vous voulez vous prelasser sur les plages, le milieu de l’ete est la meilleure epoque, bien que tout le monde y sera aussi. first_img17 July 2013Government, business, labour and civil society collaboration to improve the quality of education in South Africa entered a new phase on Tuesday with the launch of the National Education Collaboration Framework Trust (NECT).The trust is a civil society partnership aimed at strengthening cooperation among business, labour and civil society formations to improve education outcomes in the country.Speaking at the launch of the trust in Pretoria on Tuesday, Deputy President Kgalema Motlanthe said the initiative would multiply opportunities for collaborations that enabled government and education stakeholders to bring about improvements in a co-ordinated fashion.“Like you, we believe that both the government and the non-governmental groupings have a common goal of improving the quality of education, but do not as yet share a common understanding of the roles that they expect of each other or have to play towards achieving this common goal.”Motlanthe noted that interventions by the private sector had demonstrated that even learners that attended poorly resourced schools could achieve excellent results if provided with the required support.According to the Department of Basic Education, the trust will not replace current civil society and business projects in education. Rather, it will galvanise the many civil society and government commitments that already exist, applying lessons from the past and seizing existing opportunities to improve education.The trust’s objectives will include improving the quality of schooling, overseeing the implementation of national education collaboration programmes, and ensuring that such programmes are suited to their context.Also speaking at Tuesday’s launch, Basic Education Minister Angie Motshekga commended the trust’s members for working tirelessly for the formation of the initiative, which has the thumbs-up from all stakeholders.The NECT’s founding trustee include FirstRand CEO Sizwe Nxasana; Business Leadership SA’s Mark Lamberti; Deloitte executive chair Futhi Mtoba; Basic Education Minister Angie Motshekga; Basic Education Director-General Bobby Soobrayan; National Professional Teachers’ Association of SA president Basil Manuel; SA Democratic Teachers Union deputy secretary-general Nkosana Dolopi; and Brian Figaji, former vice-chancellor of Peninsula Technikon.The NECT’s patrons include businessman Cyril Ramaphosa, former Deputy President Phumzile Mlambo-Ngcuka, Business Leadership SA president Bobby Godsell, and James Motlatsi, former president of the National Union of Mineworkers.Source: SAnews.gov.zalast_img read more

In Pistorius’s bail application in the weeks after the Steenkamp’s death, Roux grilled police detective, Hilton Botha, who cracked under relentless questioning, admitting that his facts were doubtful, and that Pistorius would not be a flight risk. Pistorius’s bail was secured at R1-million and Roux convinced the court to relax some of its strict bail conditions a month later.The first witness to be called in the Pistorius trial, Michelle Burger, took the stand for a day and a half, and withstood repeated grilling by Roux, bravely sticking to her story under pressure. Subsequent witnesses have endured his persistent questioning, with Pistorius’s former girlfriend, Samantha Taylor, breaking down in tears twice during her testimony, with the court having to have a recess to allow her to recover.Roux was admitted to the Bar in 1982. His practice comprises criminal, insurance, delictual, aviation, matrimonial, medical negligence, general contractual and liquidation work.He has had some high profile clients, defending South Africa-based businessman, Dave King, who had had the highest unpaid tax bill ever, at R2.3-billion. The bill was reduced to R700-million. Roux also represented Johannesburg Consolidated Investments chairman, Brett Kebble, now deceased, on charges of tax evasion. The charges were withdrawn in 2007.Mannie Witz, an advocate with the Bridge Group at the Johannesburg Bar, says of Roux: “He is a very experienced criminal lawyer, and quite a likeable fellow.” Witz says he has worked with Roux over the past 35 years. Roux has been a South African Police Services advocate for many years, and still takes on the bigger criminal cases for them. “He is very, very professional, and very competent,” adds Witz.Roux is a hardworking but private person, says Witz, and a gentleman and a family man. “He is always very well prepared, and a very decent guy.”Roux is a member of the Advocates Group 21, a professional body of 101 advocates who practise in the High Courts and other courts of South Africa and neighbouring countries.“Our members are committed to the highest standards of a professional and ethical legal practice, and are equally committed to transformation initiatives internally, and at the Johannesburg Bar, to ensure that the practice remains highly esteemed and legitimate,” indicates the organisation’s website.Members of the group practise in all the fields of law traditionally dealt with by advocates, including constitutional law and human rights, labour law, criminal law, matrimonial matters, banking law, company law, liquidations, aviation law and intellectual property.
